When two or more teams finish level on points in a World Cup group, FIFA applies a fixed tiebreaker order. At World Cup 2026, with 12 groups of four, tiebreakers decide who finishes first, second, or third — and whether a third-placed side joins the best eight third teams in the Round of 32.

FIFA Group Tiebreaker Order

When teams in the same group are tied on points after all group matches:

  1. Superior goal difference in all group matches
  2. Greater goals scored in all group matches
  3. Points in head-to-head matches among tied teams (if only two tied)
  4. Goal difference in head-to-head among tied teams
  5. Goals scored in head-to-head among tied teams
  6. Fair play points (fewer yellow/red cards)
  7. Drawing of lots by FIFA

For three or more teams tied on points, FIFA uses a mini-league of head-to-head results among those teams before returning to goal difference in all group games (FIFA regulations).

Third-Place Teams: Different Comparison

Third-placed teams are not compared only within their group. FIFA ranks all 12 third-placed sides on:

  1. Points
  2. Goal difference
  3. Goals scored
  4. Fair play
  5. Drawing of lots

  • Goal difference often decides second place when teams draw key games
